By Gracie Quiroz Marum, CTSO Arizona’s Catholic Tuition Support Organization commonly referred to as CTSO is a qualified tuition support organization that exists in the Diocese of Tucson. It cultivates individual and corporate state tax credits for private education in Arizona. We are fortunate that the State of Arizona allows tax credit programs to be used for private education. Our primary mission in CTSO is to support Catholic education, but we also believe in supporting families considering other educational options. CTSO currently supports more than 49 private schools, 25 of which are in the Diocese of Tucson. We are always willing to accept additional private schools that need help with funding.
I want to share with you a new opportunity that might give Arizona families additional educational options. The federal government just passed a bill that will give individual taxpayers the opportunity to contribute $1,700 of their federal tax liability and claim a dollar-for-dollar federal tax credit. This would allow Arizona’s CTSO to accept federal tax credits, and grant scholarships to families making up to 300% of the area’s median gross income. The federal tax credits will cover academic expenses to include tuition, fees, academic tutoring, special needs services, books, supplies, uniforms, and technology. If passed the program would begin on January 1, 2027. However, the State of Arizona can choose to opt-out, meaning residents would not be eligible for the program. The future of this program is unknown, but we hope and pray that it will be made available to Arizona taxpayers.
What a great opportunity this would be for families seeking educational options for their children. Arizona’s CTSO can fund between 40-50% of a child’s scholarship. Currently, the biggest deterrent for our families is the additional cost that comes with private education. Our Catholic schools produce an astoundingly high graduation rate and of those who graduate 98% go on to enroll in higher education. For a substantial number of families, these students are the first to attend or graduate from high school. It has been validated throughout history that education is the greatest equalizer for individuals who have fewer resources.
Parents are the primary stewards of their children’s education. It should be their responsibility to seek the most effective ways to educate their children. Poverty and geographical limitations should not influence or prevent them from seeking better options for their children. Arizona’s Catholic Tuition Support Organization has been the beacon of hope for many of these families who pursue opportunities for their children.
To participate in federal tax credit the state must opt into the program by January 1, 2027. I encourage you to contact your state representative and the governor’s office letting our leaders know that accepting federal tax dollars will bolster our educational opportunities throughout the state further enhancing our quality of life.
